Following the 2008 Mayoral Election and a review of TfL expenditure, a decision was taken that the proposed Tramlink extension to Crystal Palace would not go ahead. Instead, emphasis would be placed on optimising the existing Tramlink network and developing a programme of relatively low cost but significant improvements to the capability, capacity, performance and resilience of the network.

Development is being driven by the new station at Ebbsfleet, which is served by Eurostar, and from December 2009 by Southeastern local services.

A Transport Innovation Fund (TIF) bid was submitted for an ambitious transport strategy for the Greater Manchester region, incorporating road user charging (‘smart charging’) on major corridors, and a substantial package of public transport improvements. These included Metrolink and extensions, new commuter rail infrastructure, and major improvements to bus services.
