Blackfriars Traffic Management

Colin Buchanan (CB) was commissioned by Network Rail in July 2009 to provide consultancy services in respect of the Blackfriars Station Permanent Traffic Management Scheme.

CB developed a Temporary Traffic Management Scheme in 2007 for Network Rail taking into consideration site construction needs during the redevelopment works at Blackfriars Station. On completion of the Blackfriars Station redevelopment works, the interim measures would be redesigned to take on board the new demands of the road network and the station.

The objectives of the permanent Blackfriars Station project is to undertake a preliminary design and modelling work for the permanent realignment of the highway, footpaths, crossing and associated traffic signals, signage, road markings and street lighting. The work will be carried at the junctions between New Bridge Street and Queens Victoria Street, Victoria Embankment and Blackfriars Road Bridge and others that may be affected by any proposals during the Blackfriars Station Works. The permanent scheme is aimed at addressing and providing solutions that reflect the new requirements of the new Blackfriars Station.

Aspects of the study are listed as follows:

  • Provision of pedestrian crossing facilities (surface level) on Queen Victoria Street and New Bridge Street prior to the opening of the new station concourse/ticket hall
  • Permanent scheme to be returned back to its original alignment as far as possible
  • Maximising pedestrian footway widths particularly in the vicinity of the new joint entrance
  • Allow for the reinstatement of Queen Victoria Statue in a location to be agreed with City of London
  • Allow for the termination and turnaround of bus route 388 (as per original route)
  • Maximise footway width in front of the station entrance
  • Minimise or eliminate the requirements for changes to utilities and other structures
  • Liaise with NR/Jacobs regarding waste disposal from the new London Underground station and as a result the inclusion in the final scheme giving consideration to where a cart can safely stop to load up station waste to be agreed with City of London and TfL
  • Provide a location of taxis to collect passengers safely working in collaboration with the Public Carriage Office, TfL and City of London
  • Incorporate recommendation from passenger management plan where appropriate
  • Development layout plans for the permanent scheme
  • To develop TRANSYT models with the view of assessing the implications of proposals developed on pedestrians, cyclists and general traffic
  • To ensure that models developed are in line with TfL DTO modelling guidelines
  • To provide a submission to TfL DTO and network assurance
