Colin Buchanan worked as part of a Deloitte-led consortium to provide an assessment of the appropriateness of the current network of services operated by the State-owned bus companies, Dublin Bus and Bus Éireann, for the Irish Department of Transport.
We looked at how Dublin Bus and Bus Éireann provide bus services across Ireland. We assessed whether the resources (buses, people and funding) currently available to the companies are used in the most effective and efficient way possible to deliver an optimum public transport service.CB provided specialist transport advice during the project involving an examination of the appropriateness of the bus companies’ existing network to meet current and future customer demands, their cost base and the effectiveness and efficiency with which the resources of both companies are managed and deployed to deliver the optimum public transport service to meet customer requirements.
Our report recommended a series of measures primarily aimed at creating a more effective and appropriate bus network for Dublin combined with a range of operational improvements for both Dublin and provincial services. Our proposed measures built on the considerable investments made to date in bus fleets and related infrastructure and took into account the financial position of both companies. This high-profile review attracted a corresponding amount of press interest.
The Minister for Transport in Ireland stated that the “report will act as a blueprint for a fundamental review and re-shaping of the current bus network in Dublin.”
