Colin Buchanan was appointed by Barratt Homes Limited, Taylor Wimpey UK Limited and London Development Agency (LDA) to provide transport and highway support of a planning application for a residential led mixed-use masterplan regeneration of land immediately north of Thames Barrier.
The application site, owned by LDA, falls within one of fifteen major opportunity zones within the adopted Newham Unitary Development Plan. The Docklands Light Railway (DLR) City Airport Extension, opened in 2006, runs along the entire length of the northern segment of the application site.
The development’s brief was to promote the efficient use of public transport and reduce the level of on-site car parking provision. Extensive residential car parking occupancy surveys were undertaken within the vicinity and the survey results were used to successfully negotiated a lower car parking provision with London Borough of Newham (LBN).
Colin Buchanan prepared a transport assessment and residential travel plan to LBN for the masterplan. The assessments included trips to and from the development for all modes. Each mode of transport was analysed to predict the impact and to assess whether suitable capacity would be available on the existing transport network. This multi modal work also formed the basis of the Section 106 negotiations with Transport for London on public transport improvement contributions.
The planning application was submitted in May 2008.
